It's about the invitation of Shias and especially Shia scholars from the rest of the world, most prominently the ones from Jabal Amel. An important part in the Safavid state-building process in the era of the game as they lacked Shiite scholars and administrators to build up their new state.
You can only invite co-religionists that live under someone elses rule with this action (it is in fact not even available unless you know of a province somewhere in the world with your religion, ruled by someone who is not of that religion).
