Issues with Steam version and Mod

So, after checking on the mod board, I found Lufman's Little Mod (from what I've read, that's a nice little tongue-in-cheek title). Interested, I followed the instructions on installing a mod (download the .zip/.rar, unzip the folder and the .mod to the /mod folder, and then run as normal) and the direction within the Lufman's directions themselves. Doing all of this to a T, I still run vanilla.

Now, I'm not sure if this is a Steam issue, or if I did something wrong here. It would be appreciated if I could get some help.

GV is EU:R G with VV 2.2.

You need to use the Rome.exe in the Europa Universalis Rome steamapps folder in order to bring up the launcher, and, thereafter, choose either a mod or vanilla. In my experience, launching Europa Universalis:Rome from Steam (as it appears when installed) skips the launcher and starts up the game, thus preventing you from using a mod.
