My main question is - why? They could have added some challenging requirements to adopt this tradition, but instead, it’s locked behind a list of about ten cultures that start with it.

Many cultures(Persian or Mashriqi for example) that were historically involved in caravan trade don’t have access to this tradition, and I can't fix that by reforming the culture either.

If the developers believe that caravan trade doesn’t deserve to be a starting tradition for these cultures, then at least give us the option to adopt it through reformation. Ideally, it should be available to everyone under certain conditions - like the culture being widespread in a specific region.
