I'm in an alliance with France, which owns a part of Central America. Nicaragua declares independence, France asks for my help, I decline.
Later, when I look at Nicaragua, with an eye to a possible quick satellite, the "Declare War" button is greyed out. The tooltip informs me I can declare war on..... January 0! No year is listed at all, just the unusual date.
