Noticed Japan AI quits after taking about 40% of China. Once Pacific AI kicks in they ineffectively try to take the Phillipines for the rest of the game. Tried Tech Whoring them to no effect. I know you are busy with HOI 2. It seemed such a big thing thought I needed to mention it. Did notice another problem, possibly related. Japan will get a Ghost Fleet in Tokyo Harbor and it wil act like flypaper.(AI) The fleets just stack up in there and don't come back out. Went in as Japan and sailed the Ghost fleet out then let the AI take over again and they resumed naval opperations.
