The BC , Hei seems to be missing from the Japanese OOB , she server in WW2 all her sisters are there . Am i missing something , quite a major ommision .

Did you check the production que? As far as I can remember, until about 1937, the Hei was under reconstruction (the last of the 4 Kongo Class BCs refitted to Fast BBs), which was testing out things like bridge layouts for the new Yamato Class BBs.
Hiei was a demiliterized training ship on 1 Jan 1936. At a later date, she will be added to the Japanese OOB through the series of events for the Washington Naval Treaty. Notice that the Wyoming and Iron Duke aren't included either because they fall under the same heading. MDow
