Japanese Resource glitch(rares/metals/energy)

In May of 1940 as Japan, my resources go from a decent stock(10k+) to 0 in a single day. And when I hover my mouse above the resource(It's Energy, Metals, and Rare Materials), it says -.#J (I think, something very close to that)

The timing is really bad too... I'm playing semi-historically and I'm sooo close to war with America. My people need me!
