Jerusalem de jure drifts into other kingdoms, principally egypt

Description​

Jerusalem is supposed to be immune to de jure drift, since it is key to catholic crusades. This is bugged, and Jerusalem's duchies will drift into other kingdoms that control them. This makes Jerusalem likely to disappear entirely into egypt in the 1066 start. Its duchies will also drift all at once, despite adjacency game rules.

Due to Seljuk disinterest in conquest and the high failure rate of crusades, reaching 100 years as part of egypt and disappearing entirely is not a particularly unlikely outcome for k_jerusalem.

This bug is likely related to the 'kingdoms de jure drift into neighboring kingdoms despite single ruler holding both kingdoms bug' which has also persisted through 9 major updates so far.

Steps to reproduce​

1. Launch a game in 1066
2. Unpause until 1067
3. Observe the beginning of the deletion of jerusalem, to be completed by 1167 at the latest. All duchies begin drifting at the same time.
