Description​

The tradition 'fp3_jirga' is impossible to pick because it uses the incorrect trigger "government_has_flag = tribal_government" instead of the correct trigger "government_has_flag = government_is_tribal"

Steps to reproduce​

1. Make a new culture as a tribal government
2. Notice Jirga can't be picked (also the localization is buggy)
