One of the most important elements of beeing a nobleman was judging. Counts can judge and organize trials of barons, petty noblemen, even townsmen or free peasants. Matters can be simple (like when two noblemen argue who should get a skin of a defeated animal) or more serious (like when a nobleman killed someone's squire or worse - another knight). Dukes have less job with judging (mostly their counts) and kings and emperors judge almost only their own vassals. This was included partially in the vanilla game but i think that this element deserves much more concern as it can make game as count much more interesting, as well as playing with other titles. It would be great if we would have to solve disputes, run trials and even condemn our serfs and vassals as we wish.
One can rule as a just lord or a scumbag, who takes bribes from rich people and then claim them innocent. What do you think about that? I personally don't have much experience with modding but I can offer my help as medieval historian and columnist. I've always missed something when playing as a count and I really think that this would make this title much more interesting choice.
