Unfortunately there is no way to do this in the game without save game editing. Satellites can be an excellent source of manpower however, and any dominance objectives that they hold still count to your total.

Nope this isn't a mod, but it users a customised version of the CKII engine.

Where did you buy your game? Assuming you have either used a steam code or bought it direct, if you find the game in your steam game library you should be able to see the product key on the right hand side - this is the code you add to the forums.

You can also open console and type "annex SAX" to do this in game.
