So how exactly does this work? If one of my neighbors is stronger than me can I kidnap their heir with the "bring them to me in chains" plot to keep them from declaring a war on me? Since it seems I can't declare war if they have a close relative in their court.

Sorry to necro this, just a little, but I am rather confused by this too; I seem able to kidnap certain characters, but never rulers unless at war; is this correct?
