I haven't played in a while so correct me if I'm wrong but i thought the parents used to have a say in whether kids could even go to the meet peers activity. Apparently not anymore, they just seem to head off on their own and return on the brink of death. Is there some setting i need to check here? if not can i prevent this from happening somehow?

Not only Children, but my entire Court goes travelling to Activities without asking me to leave the Castle.
In History, this would never happen, because the Guards, would not let someone out, without Permission of the Castle Owner.

Who said they went out without that permission? Yer poor fool, thinking you are the important one.
On a more serious note, unless its a new setting the game introduced, its a bug.

The guards discussion reminded me of this Monty Python classics.

On a serious note though, as I understand it, the kids will always ask for player's permission, unless you yourself are on an activity or travelling, in which case the "asking for permission" event is skipped and they just go, assuming by default that you permitted them to.

But for so many events, when you're travelling, it just assumes you're back home!

Exactly, like a vassal paying homage to you (the game puts them on a trip to your capital and makes properly unavailable while travelling, but doesn't care at all where your own character is at the moment), or pregnancy rolls etc. But many other events, as I understand it, are delayed/suspended while you are on a trip (like lifestyle events, or some councillor-related events), so you may end up seeing them very rarely if you travel often. This is, again, how I understand the system based on various bits I picked up from forum threads.

This is what I do fundamentally love about the Crusader Kings-series. It takes our preconceived notions of despotic medieval monarchs ruling with an iron fist, and shows what is more likely than not the reality: various powerful vassals, councilors and family members of the king held sway, and sometimes even the most glorious king had to grovel in front of one of his vassals who happened to have inherited four major duchies inside of his realm.
