Kingdoms and the Clergy

Hi maybe this is my mistake but i was under ther impression that if you had a bishop in you demese then the only move to power that they could make was to become an Archbishop and then the pope. But in my game i am playing as the kingdom of north africa. But the kindom of poland was in a war and one of the bishoprics won the war and took over the country claiming to be king of poland. He has the regualr polish vassal but he is also now the pope. he keeps creating the papal state but everytime the pope dies he reinherits the papace.

Sometimes things like that happen. Maybe at some point some of his vassals defeats him or alternatively he dies and his successor isn't mighty enough to become pope.
