It is pretty much as the title says. I decided I wanted to give good ol' Cleon, the Butcher King, of Astapor a shot and used some questionable methods to ensure victory over the immediate invasion that occurs. Now time has passed, I have reinstituted slavery and have begun to train fresh batches of unsullied to sell to the world. My only issue is that I lack the Slave Raid CB. Digging around in the word docs, about the Slavery CBs, it seems that the issue is that patricians are the only ones able to raid. Since I am playing as a Monarchy, that is a bit problematic.

Is there any way to work around this, or is this design set like this for a particular reason?
 
Monarchies can do slave raids, they can just only raid states adjacent to them. I'm pretty sure that limits you to New Ghis and Yunkai unless you take colonies overseas.
