How about the 6 members who aren't the lord commander hang out in the court of the king instead of at the court of the commander? The way things are now you can't use them as commanders which seems weird to me. Also this way they can tutor without me having to worry about culture changes.

They seem to return to the court of the Lord Commander automatically. I agree with the suggestion, it feels a bit pointless to have a great Kingsguard if you can't really use them.
 
Maybe the White Sword Tower can be made an upgrade of the Red Keep instead of a separate building in itself, automatically added when Aegon does the "Create Kingsguard" decision. So for the sixth building in KIng's Landing, perhaps a city called "KIng's Landing Harbour." (Lys already has a holding called their harbour) In A Clash of Kings, I remember Tyrion had to destroy a series of trading huts and buildings outside the Mud Gate so the defenders could shoot at Stannis' attackers easier.

As for my proposed White Sword tower, maybe this can be a seventh addition to the defence upgrades. It could add one or two more layers of defence and perhaps some more heavy cavalry for the Red Keep, since I would assume the Kingsguard would go into battle on horse, and not foot. That, and their knights armed and armoured by the crown, not some poor dude farmer with a horse called to arms by his liege-lord.

Alternatively it could give a morale/regen bonus to levies, as presumably the Kingsguard do at least some training (we know that Dunk as a sworn sword did that for Ser Eustace, so presumably the Kingsguard could do so as well), and we know they serve as commanders as needed. Sort of like an extra training ground, to represent the extra prestige of being trained by the Kingsguard.

If you don't want to go with "Harbor of King's Landing", you could always go with one of the unused gates (there are seven after all)

I'm not sure if this still can happen but the kingsguard used to join wars unrelated to the king. Having it so it isn't a landed title would fix that
