I think it's something with cancelling vasalisations - search the savefile for ORL.. you'll most likely find a vasalisation or something like that with only one participant (Orleans)

It seems that every cancelled vassalization now leaves the previous subject country still listed in the save game file as a vassal. Which means you (or the AI) cannot declare war on them. As the game goes on this becomes more and more serious as these spurious entries accumulate. Thread 136432.
