Changing tags & disappearing manufactories

This has probably been reported a thousand times, but anyway...

I was playing Muscovy and was building a Fine Arts Academy when I got the change into Russia events, which I of course did.
At this time everything seemed perfectøy normal, and the costructing icon show that it is 4 months until the manufactory is finished. 3 months, 2, 1, <1 months, finished! The construction icon disappear only to be replaced by nothing at all. Somewhere someone has stolen my manufactory

This bug is related to the population increasing command, not tag changing event. And by becoming Russia you're getting population increases, which will make a manufactory being built in the provinces targeted to fail.
