Although it makes no sense in terms of church law (the office being independent of rule of any land), it seems that in CK the Pope does not exist without the Papal States, and that once destroyed they cannot be recreated.

Ideas to correct this:
- A province beyond the map which cannot be conquered and gives no incomes, yet can serve as a Papal haven when all else is lost. (This could represent the Vatican or other castles where the Popes ruled from when they did not actually control extensive territory enough for a CK map province).

- An event which will allow players (or AIs) to recreate the Papal States in small form, like the knightly orders. Have it set up so that if the province of Roma is established as a bishopric, an event converts it into the Papal States. (The Pope also being the Bishop of Rome.)

Additionaly - Papal States recreates in random province when Rome and surrounding provinces are owned by someone else. If whole map is conquered - that 'other castle w/o income' option.

Why a random province? Except for schisms and the few times the Popes removed themselves for their own saftey, the Papal office has always been linked to Rome... (and even if it were to form elsewhere, there would be a limited number of places - Ravenna and Avignon, I believe, were used as temporary relocation sites... and in a post-crusade world I could see Jerusalem.)
 
But CK is not very historical game. Maybe Pope should move to his guardian [is this the name for guy with cross in face? :D] province?
