I noticed it is there in the pirate religion group, but I've never actually seen a character with it. Is there like an event that causes people with the sisterman culture to randomly switch to it or something? Or is it just there because it can be?

It is not well fleshed out. But it was a cannon religion that the people if the sisters (Islands north of the vale) once followed. Not much to it besides raiding and boats up rivers so its not very well worth it.
