I am currently playing Spain in a GC. I have played through 100 years or so, colonized a large portion of northern and central America, and have diplo-annexed several German provinces.

Since my Land l tech research is progressing rather slowly, I decided to keep an eye on the numbers, trying to figure out what is happening. This is when I noticed something I cannot explain.

For example, when I reached land tech 13, it listed I needed 35000 points for tech 14. Well, with most of my tech research going into naval, it stated that I should reach land tech 14 around 1980 (!!!!), while the current date is 1578.

Now comes the portion I cannot explain.

Around a year later, it was *down* to 32000 points. Another couple of years, it was further down to 26000. And now, about ten years into the research for land tech 14, I only need around 14000 points.

This strange effect does not happen to trade and infrastructure. Those numbers slowly go *up* as my empire expands (which is more logical). Note also that both my army and navy have not changed in size during this period. Same number of ships, same number of troops.

I also observed something else, which maybe related.

During the period I descibed above, my naval tech increase needed was anywhere between 1000 and 6000 for tech 11 though 22, which is why most of my research was committed to nala tech in the first place.

However, when I saved, quitted the game, and restarted the save game at a later time, my low naval research target was replaced with the high target of the land tech. Right now, both targets are exactly in sync, both slowly coming down to around 13000.

What is going on? Is this a bug?
 
You get a large penalty for having the 'lead' in the tech race. So if you are far ahead of the other countries it will be slower for you to advance to a new level. As the other countries catch up your cost decreases. Also the more provinces you have, the more it will cost you (trading posts don't count, not sure about colonies).

That is the rational explanation, and you can verify if this is true or not by using EU spy or a similar program and check what tech levels the other countries have.
 
It certainly sounds like a plausible explanation. However, I didn't have the fealing I was leading the tech race. There were, for example, a lot of nations (both major and minor) that got the musket armed soldier icons before I reached tech 12, so I assume all these nations are ahead of me in the tech race.

I will try to examine the save game with EU Spy, and look at the numbers.

As far ar really high tech cost go, it depends on "average year" the tech should come. If you more then 10 years ahead of time, you will have a MASSIVE research increase.
Look at EU-province's pages for the years (I think he has them on his nice tables) or in you local eu/DB folder.
