In which file is defined as many land / coastalforts and flak positions a province has when starting a scenario? In the file "Province" is it not!

Yes! In the german.inc under path: Darkest Hour \ scenarios \ 1936 I can find it but I play DH Full Mod scenario 1933 and under Darkest Hou \ Mods \ Darkest Hour Full \ scenarios \ 1933 \ german.inc there are no entries like this !
but I have tried it you can add the corresponding entries to the file of the 33 scenario according to the file of the original (36 scenarios)! and it seems to work! but it is strange that there are no such entries from the start, since individual provinces have corresponding installations at the start ?! Thanks for the answer!
