Description​

Playing as Italy, I completed the Italian Tankettes focus - among other effects, +50% progress on the Flame Tanks special project - when I had that project in progress with over 50% completion already. This froze the research facility: the project was listed at 100% progress but didn't complete, nor did it have a progress cycle tick thing, I couldn't use the facility for any other project, it wasn't doing basic research, and I didn't even get flame tanks.

I eventually tried save-exit-reload, but the facility remained frozen.

Steps to Reproduce​

1. Play as Italy.
2. Build, or... otherwise acquire, a land special projects research facility.
3. Gain a breakthrough point through any means not involving the Italian Tankettes focus, then start the Lancia Flamme special project.
4. Do the Italian Tankettes focus while the project is in progress, timing things so that the focus finishes while the project has more than 50% but less than 100% progress.
