This is what I see when I open this file:

I'm assuming the values are land costs but I'm not sure at all how to read this file. I may just be horribly dense and not thinking clearly but how does the game go from this to the country specific land costs?

Every land has the value A, B, C or D applied to each of the troopstypes. From this the Game just looks up the cost from the file I guess (D isn't in there but it sets the troops to be very cheap).

Exactly what the tech level numbers mean, I don't know either, but 0 is definitly medieval LT 0-2 (no cannons) =)

U can change the cost for countries in the buildingcosts.csv file.

I saw that but does changing the landcost file create a ripple effect and provide a one-stop-shop for land cost changes rather than changing each country on a country by country level?

Dunno, never edited that file. But if no countries get mentioned it might very well go forall countries concerned.
