I completed the Burning Library before going back to Lethian's Crossing to complete this quest, and I entered this section of the oldwalls by going through the runic hall -> antechamber -> depths. When I got to the depths, only two out of three of the altars are clickable. The third one doesn't give me an option to click on it. I've tried exiting and reentering the area, I've tried shutting down and restarting the game, and I've tried loading an earlier save.
