"Last Count, First King" achievement not triggering

"Last Count, First King" achievement not triggering

Description​

Playing Iron Man mode, started the game in 1066 as the duke of Portucale and after he died created the Kingdom of Portugal through the unique decision as his son. After playing for a while I realized I never got the achievement. I don't have to create Portugal AS the first duke but start as him and create the kingdom as one of his descendant right? I not let me know and if yes then why am I not getting the achievement?
The only mod I have is the "Decorous Loading Screen Pack" by QUENTOPOLIS which I confirmed to be achievement compatible by creating another save and completing the "The Things We Do for Love" achievement.

Edit: writing this I did a bit of research and found other people saying the achievement description is wrong. Someone in the december of 2020 said that the wording issue was added to the bug database. If this is true I'm quite sad that the description still hasn't been fixed after two and a half years.

Steps to reproduce​

Create Portugal through the unique decision as the descendant of Duke Nuno II Mendez of Portucale.
