Launcher failed to launch error:

My install glitched on steam and launcher wouldn't open. then it reported an error.

I exited and restarted, plus rebooted PC.

I forgot to post that I just uninstalled the paradox launcher, rebooted computer, then launched cities skylines, and it reinstalled the paradox launcher and it plays fine now.
