Launcher Resume or Play options crashes to desktop while renderer set to xDX11, but game starts when set to Vulkan

Description​

I have rebooted the computer.
Verified the integrity of the game files.
Uninstalled and reinstalled the game.
Checked for Windows updates, and GeForce driver updates. None were available.
I also tried disabling all of the DLC.
I tried deleting my saved games.
***The game was working with DX11 yesterday, and with the cooling fan spin-up on my eGPU I assume it was putting the load on the external card.

Steps to reproduce​

Launcher opens without issue
Selecting Resume or Play options open the initial crusader kings startup splash screen, but crashes to the desktop before displaying the initial startup art.
The game does load correctly when the renderer is switched from DX11 to Vulkan.
My system is a laptop with an eGPU connected. The game runs on the internal video card when Vulkan is selected.

I disabled the eGPU and tried to start the game with DX11 selected as renderer. Game started successfully.
I reinstalled the GeForce driver and tested trying to start the game with DX11 selected. Again it crashed to the desktop.
Checked Razer Synapse for updates. None were available. Running Synapse version 20230704 if that makes a difference.
Now it is crashing to desktop with Vulkan selected too, however it started working again on Vulkan after rebooting.
