Launcher Saying My Mods are in One Drive but They're Not?

Every time I run the launcher I get this error:

I can play the vanilla game just fine after this, but when I go to my mods lists to try to enable something I get this:

My game isn't installed on my One Drive but rather my C: Drive via Steam. When I go into my steamapps and go to the Launcher Settings file my directory is set to:

The data path seems fine but the launcher is set on loading to OneDrive? No idea what's happening? Anyone able to help?

Not getting this issue with any other paradox games.

Which folder is configured as your Documents folder in Windows? That's where %USER_DOCUMENTS% should point to
