On launching, the mods and playset section is stuck on loading with the above message. I left it for an hour, to no effect. Verifying game files did nothing. I don't want to have to reinstall, what's causing this and can it be fixed?

Alright, found a fix. Backup your files and folders in Stellaris inside Documents, any mods, save games, custom empires, and delete everything else. Launch the Stellaris launcher, and all my mods started loading in normally without the message.

Hope this helps :)

EDIT: This is not a permanent solution, and I believe only the "launcher-v2" file has to be removed, you'll have to wait for your mods to load back in. Seems we'll have to wait for somebody who knows their stuff to find this.

EDIT 2: A hard reinstall worked along with reinstalling mods, as for other solutions, I'm not nearly tech savvy enough to find them

Several people have this problem with eu4 as well. I'm curious if your solution still works or if it only works because a reinstall downgraded your launcher to the version which gets shipped with stellaris and it stops working again after it upgrades to version 2021.8.1

is that the SQLITE file found in the documents directory?
Edit: deleting said file removes the infinite load, but I can't activate any mods. So it's a choice of problems.

Yeah
I tried removing all mods in Documents and Workshop, neither solution worked. The only theory I'm working with is that broken mods (aka deleted worshop mods) might be causing it, and I'm only saying that because after doing my solution, a removed mod was holding up the loading process that went away after uninstalling it.

Reinstalling game didn't help. Deleting contents of mod folder didn't help. What the hell is going on.
Edit: deleting workshop content directly still has no effect.

Please try the following:

- unsubscribe from all mods in BOTH the Steam Workshop and the Paradox mod site mods.paradoxplaza.com
- delete the folder Documents/Paradox Interactive/Stellaris/mod/
- delete the file Documents/Paradox Interactive/Stellaris/mods_registry.json (if present)
- delete the file Documents/Paradox Interactive/Stellaris/launcher-v2.sqlite (if present)
- run the game up and check the launcher is okay with no mod or other errors
- subscribe to a few mods

- run the game up and see if those mods are now available to you.

I hope that does it for you!

It's not just in Stellaris. I've had this issue with HOI4's launcher for a few months. I tried opting out of the beta, but the problems began in 2021.8.1

Those two games use the same installation of the same launcher.

Did you try those steps with both games?

Ive had nothing but problems with this new v2 launcher, on hoi4 it becomes unresponsive if i click 'Mods'. On Stellaris it has the eternal 'Reloading Mods' spinning circle of death.
I can edit my playlists if i dont touch the hoi4 launcher for a good 10 minutes, but the stellaris launcher is fucked. Ive done 2 full clean and utter reinstalls for stellaris no no avail, and im really sick of being unable to play by two favourite games.

It is not just me who has recurring and thorough problems with this stupid v.2 launcher. For the love of god please fix it.

Nothing works. I had to find an alternative launcher on the internet and it was better than the launcher. Is there going to be a fix to the launcher?
There are new launcher versions out every few weeks, so yes!
