Leader and monarch "remarks"

I looked at the leaders of IRA tag, uzbekistan (i have igc)
all their monarch-leaders remark khan, i know that it is the name of mongolian monarches. But what is it for?

Many monarches have remarks and many other leaders does to.

What are the remarks for the leaders and monarches for?

AFAIK they're just remarks. Doesn't do much special For example the Austrian Karl V has as remark "Spanish" but that won't stop him from attacking his eveil twin in Spain for example

Although they are sometimes a good indicator of random events you may get. For example, Elizabeth I in England has a remarks about able admiistrator and popular with Navy or something to that effect. I almost always get random events for Liz with a free navy and an increase in investment and stability. But what BiB said, in reality, they're just there to enhance the look of the game.

Are the remarks the thing shown when i hoover the mouse of the monarch name?

That's right. Also, if you have your message settings turned on to alert you when you get a new monarch, you will see it there as well
