The leader personality "persistant" is misspelled in the personality_effects.csv. Probably causes this personality to have no effect. It is correctly "persistent" in the .exe and in the leader files. (The string name in text.csv is PERS_PERSISTANT but that matches the .exe so shouldn't be a problem.)

The way I assume this works is that the victoria.exe reads the leader file to see the personality type (in this case persistent) and then goes to the effects file to pull the modifiers for that type. The misspelling in the personality_effects.csv file means that there are no effects for this personality when it should have +15% speed. Simple fix is to just change the 'a' to 'e' in the effects file.

Ahh I see now. Well I am work at the moment, but I will have a look at this when I get home.
 
Can't duplicate. I managed to get a leader who was persistant (and I tell you that was a lot of work) and they had the +15 speed as advertised. So either your eyes were deciving you or it will be fixed in 1.04. Which ever way it is good news.
