Does anyone know if titles like tribune of the plebs and quaestor in the cursus honorum mod time expire like the higher curule offices like consul and censor? Or is it that when I make someone a tribune of the plebs, they stay that way permanently. Also what happens to the office when the office holder dies? Is it gone or does it get "recycled" back into the office pool?

After a quick scan through the files, it appears that they don't expire automatically. The character loses his quaestorship, for example, if he:
1. is imprisoned.
2. becomes a governor.
3. reaches any of the tech offices.
4. becomes ruler.
5. becomes general or admiral.
6. becomes tr. pl. or aed. cur.

The limit of 10 simply means that only 10 characters may have that title at any given time. As soon as a character with that title dies or loses the title from any of the above triggers, another character may be given it instead.

I think the tribune of the plebs were elected annually.

Roman magistrate of plebeian family, elected annually to defend the interests of the common people; only two were originally chosen in the early 5th century BC, but there were later ten. They could veto the decisions of any other magistrate.

It would be a pain in the you know what during the game to reappoint 10 ToP's though.
