I find it strange that Greece can only be formed as a released Morea or Achae. Athens is already there, is already of greek culture and has the historical capital of the Greeks... Why not Form Greece with it?

Am I missing something?

Athens doesn't actually have Greek primary culture. You can form Greece if you culture shift.

Yeah, it should have. A simple decision for Athens after becoming independent or if it resists as a vassal until 1650 (the end of crusades) would be something like this:

"An Independent State"

*Greece must not exist.
*Bizantium must not exist.
*Must be catholic

- Greek becomes primary culture.
- Athens gains 1BT.
- Gain claims in all greek region.
