Limits to Naval and Air Forces

Hi is there anyway I can limit air and naval forces of a country to, say, 100 divisions without limiting land units?

The reason I ask is because in my mods the ai often creates ridiculous amounts of Fighters/Destroyers (near a thousand each), which slows down the game.
