I've taken Mongolia and some provinces in that area from China as Austria. I have access to the sea both for these Mongolian provinces and to my home nation.
I concluded a war, and more then a month later I noticed my Mongolian RGOs were not producing anything.
I checked the convoy screen and sure enough I had enough ships. Looking closer I noticed that my provinces were listed as being blockaded. I checked the diplo screen and no I wasn't at war with anyone.
So I saved and then loaded. This cleared the problem...
