Lingra franca achievement not firing

Description​

I've converted all courts to my language, but achievement still isn't firing.

Steps to reproduce​

Standard game play. I created a custom character, but other achievements have fired during this game, so I don't understand why this is happening. I've carefully checked the map; all islands are in my empire and speaking my language.
