Occasional, when loading eu2 scenarios my screen flickers and half or all of it goes black.

I have seen this happen from time to time since 1.04 but without any effect on playability until recently when I have seen various odd effects on the graphics. Loading again in SP is not much hassle, but it is a real pain for everyone else in MP.

Any suggestions for how to prevent this? I have recently upgraded my video card and also checked that I have the most recent driver for my sound card. I have renamed the avi folder.
 
Okay let's try some standard things.
1) Make sure you have the latest patch for the game.
2) Rename the AVI folder to AVI_back
3) Set the color depth to 16BIT
4) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.
5) Run a Virus check and a Adware/Spybot checker
6) Update your Windows, update your Video card drivers and audio card drivers. Then repeat steps 1-4.

If none of that helps then:
Please run a DirectX Diagnostic:
Start menu –Run - then type Dxdiag, then select each tab across the top of the window, and run the tests on each tab. Then select “Save All Information” button in the lower right of the window. This will bring up a dialog box to allow you to select a name for the file where the information will be saved. You can save it right on the desktop as this will make it easy to find. Then copy the contents of that file from the start to the heading that says “DirectX components” then paste what you have copied into a post in this thread.

3) problem not observed recently when done, but as it is occasional, this doesn't prove anything. I have tried this in the past but other programs insist on 32 bit. I know I can force my display to 8 bit to run a program, but I don't know how to set it automatically. From time to time I set it manually, but when some other program demands 32 bit, I don't always remember to reset to 16bit for eu2.
4) not tested recently without virus checker because the way my virus checker is set up is a condition for work I do. problem seen in the past on a different machine with everything off.
5) & 6) Done before posting. If anything, the video card update made it worse, but it doesn't happen often enough to be definite

MP it has happened to me once in about 100 loads, SP I have no count but 1% might well be about right.

I guarantee you that is not the latest driver for your card, in driver terms that is ancient.
 
Most likely you have some program running in the background (MSN Messenger, Music Match or the like). These programs are known to grab focus from time to time. And when grabbing the focus from a full screem DirectX program, Windows switches over to the desktop for the duration. That causes the flicker.

Now, usually this will not cause ill effects within EU2 apart from some annoying flicker (note: switching back and forth is not a supported manouvre, either system initiated or manually through alt-tab or the like), but when EU2 is loading it's extremely sensitive. Basically, you run the risk of corrupting the data that is being send to the video subsystem in preparation of showing the map (things like the flags, the shield and such).

It very much sounds as if this is happening to you.
 
Except it happens to him only right at loading time. Never any other time, and happens only 1 out of 100 times.
 
Well, for me this happens every time on load, but only with EU2. Strangely, neither CK, HOI2 nor Vicky show any flickering on loadup.

The explanation is good though, thank you very much. Btw, the corruption of data as you mentioned only takes place in about 2% of the cases (flickering everytime, weird display ingame extremely rare).
 
The flickering is a seperate issue, it is as jpd describes.
Most likely culprits are Music match, look for MM.exe or mmdiag.exe in the process tab and shut them down.
