loading saved game cancels tribute and causi beli?

I played as rome and beat carthage in a war, forced them to pay tribute. Then I saved the game. After I load the game back, carthage cancels tributes and I did'nt get a causi beli. Anyone know if this is a bug?

I got the same, twice, but without saving and reloading. Why does it happen?
