Locked out of creating any kind of empire in the HRE/Germania region as a christian emperor

Description​

Maybe this is as intended, but I find it strange that as a christian emperor there is no proper way to create an empire in the region of the HRE.
Forming Germania is impossible because as a christian you are supposed to form the HRE instead and the HRE is impossible because you already are an emperor.
So in order to assert that you are in fact the rightful ruler of those lands you have to resort to cheese, like temporarily switching to another religion or purposely losing your other empire title(s).
If you do not want to do that because of rp, I do not see any other option than wait a for loooong time until dejure borders drift.

I encountered this in what I think is a very standard restore-Rome-campaign: start as a catholic count in Italy, rise to power, form Italia, continue to conquer Europe.
My ruler in question was catholic, very pious, the most powerful ruler in Europe, controlled all of the territory of Germania, had +100 opinion with the pope, so it just seems weird to not have any straightforward way to become emperor of that region.

I think there should be a way to form the HRE if you are a christian/catholic emperor. There could be additional requirements, but you should not be locked out of it completely (except for cheese).

Steps to reproduce​

start in 867, be catholic, become emperor, try to form any empire in the region of the HRE/Germania
