As France I loose a lot of manpower due to winter problems...By one side is it possible to avoid it with any tech? In other side...I see that is possible to not to loose troops if they are working with fuel (motorized or mechanized), may I traspass normal infantery units to any of them? Ibelieve it is impossible

If you are talking about attritition (the skull on the unit info screen), the only thing you can do is research hospital techs on the land doctrine screen.
Also, in HOI 2, you cannot convert leg infantry to other types. That has been fixed in the latest versions of HOI 3.
