Why are the Lords Paramount independent in the War of the Ninepenny Kings?

That's how the civil war system works in this mod

That's right; whenever a serious war breaks out in Westeros, each of the lords paramount become de facto independent until the war's end. Each lord is also, naturally, given the option of helping the crown. Therefore, unlike in vanilla, a strong, influential monarch can count on having his vassals' support, while a weaker ruler actually has to worry about them mobilizing against him.
