I run the game using the borderless windowed mode. At start I have more than 100 fps. After 3 hours of gaming there are 30-40 fps.
I don't use any mods. My RTX 3070 Ti works fine. Intel Core i7 11700 works properly too. All temperatures are low. What is the reason of such performance degradation?

Is this only in borderless mode, what if you try fullScreen?

If after 3 hours you save and exit that save, then start a new test one, is it still slow? I'm wondering if it is just the increase in in-game complexity causing this.

Alternatively, if after 3 hours you save and exit the game to desktop, then run the game up again, is is slow or fast then?

And, has it always been like this for you? Or was okay up to some point?

I don't use fullScreen mode because it resets 144 hz to 60 hz despite of 144 hz monitor. So I didn't check it.
After the restart of the process fps become high again.
Honestly it looks like it has been always so.

I contunue the investigation. Graphic settings like trees, shadows and etc don't affect the performance at all. I can not get more than 120 fps using any settings. GPU load is near 40% and it is 45 degrees temperature. I switched the patch via steam beta-versions and found out that fps lock appeared since 1.29.6 patch. In 1.28.3 there are more than 400. I'm going to play on 1.28.3 and check the theory. Probably performance degradation appeared in 1.29 version.

@AndrewT Fullscreen mode and vsync don't work properly. The game doesn't take into account the monitor's refresh rate at all. This is very nasty bug. Does developer team know about it? Should I create the corresponding topic in bug reports?

I don't track bug reports at all, I am sorry! I support too many games for that to be possible.

However it is normal for fullScreen to not use the monitor's refresh rate when Vsync is off. If it is on it should, though; however both GeForce Experience and other facilities like G-sync can get in the way.

@AndrewT I've checked all places which can lead to 60 fps (GeForce Experience settings, windows settings, monitor settings, windows registry). All is fine. Also I've checked fullscreen vsync in other games (PUBG, Bannerlord). This is definetely bug in the eu4 application.
