Sorry, but I am a newbie to the CORE mod. But my question is why is such low IC given at the startup of CORE? Is it for balancing purposes, a harder difficulty of game play, stopping excessive spamming by the AI, etc? I'm positive far are the days that you can build a massive army (even navy) in one year as any country (due to later patches by Paradox), but such low IC seems a little bit too much for a fun or "exciting" game. Nothing bad toward such a detailed mod and dedicated mod team, of course.
 
I like the balance of CORE at the start - it's highly unrealistic to be able to spam military units right from the beginning.

With events and tech improvements the major countries can become very powerful :)

The USA can have a modified IC of 700+ without needing to build any, for example.
 
It's one of the adjustments that has to be made to CORE's more realistic approach. The IC levels have been established through reference to historical economic data and actual unit build performance, and they do make it more difficult to plunge straight into a big rearmament programme. You'll find that events and diplomatic developments bring more capacity on line as the game develops, but early days in CORE are more about long-term planning and the diplomatic game. Playing one of the Western Allies under these constraints can be very challenging indeed.

I admit, I haven't played too deeply into my current game, but will continue the save knowing it all just keeps getting better :D
