This is not really a problem or anything, but just plain old interesting and I wonder how that happened.
In a playthrough as White Harbor, holding that title, Broken Branch and the recently conquered Twins, I went to war against House Bolton, but while I was doing that, they got wipped out for revolting against the Iron Throne. Joffrey installed a new random house as overlords of the North, but for some reason the game simply forgot to vassalize White Harbor under their domain.

That seemed... odd. But hey, politics of a world in chaos, I headcannoned.
So as soon as it was allowed I created the kingdom of White Harbor and it took the Iron Throne 80 years until deciding to declare war for their dejure lands (and about half of that time the IT was in peace, mind you). Unfortunatelly, I was just recovering from a war against the Stepstones and I lost this war and now the Seven Kingdoms became Eight.

I still have no idea why that happened, but it was an interesting time. Only complaint: the crown for Former Southron culture was not the bejewelled crown of flowers of a house native from the Reach but the iron crown of swords and runes of a Northern house. And I'm not sure iron and runes are that suiting for folks that are known for their silversmiths and for still keeping knightly titles of defunct house Gardner alive.

10/10, would form a kingdom without having to declare war against the Iron Throne again.
