I'm a little confused by the effects of the lvl. 0 aircraft assembly process. It doesn't seem to have any positive effect for the German player? Am I wrong?

Yes, it's a tech that will be triggered by your selection of difficulty in the begining. If you want it hard (and somewhat realistic) you get +300 days to aircraft building. Also see the Coal-Oil, Oil-Rubber tech (0.1 - 0.5) or the standard (0.25-0.5)..

As FrEDa said, it not given as an advantage to the German player but is meant to give a more realistic air warfare experience with of course increasing challenge to the HOI player.
