Who play these tanks and how?

At the moment, the turret is buggy so I always lose them a stupid way like engaging a Marder II and he gets shot 3 times before firing first shot (if not dead).

Any way to manually set him so he shoot faster ? I tried turning him manually but he keeps turning in a direction (or turret do) and I don't know why.

You can muck around with stopping short and using fire at location to rotate the turret in advance. Barring some really clever positioning and micro, though, they're basically there as a hard-ish counter to 1000m guys when you've got enough of an open field to start aiming from 1200m away.

Given the mediocre position of the Pz4 in the current lineup, finding a good opportunity to use them is hit-or-miss. Even given an open field, the Germans don't really have a ton of worthwhile mid-price 1000m tanks that need countering. I doubt making vehicles faster offroad has done them any favors, either.

He points towards the highest threat. When you stop, they turn automatically to face what they consider the highest threat, which can be a pain cause they may open their side to face something far left or far right instead of something directly in front of them.

Decent mobile AT-guns. I didn't have any problems with them before/after patch.

Just play M10 of the 2e DB as defending tools, push with M4 and M10 rush captured position shooting everything crossing treeline. Really good result. I don't like the fact they can't be used like Hellcat btw.
