I want to make it so that there’s a merchant republic like election that happens every couple of years for all landed titles except baronies. But instead of having it everytime someone dies it to happen every few years (depending on their laws), the contestants being their dejure vassals, so counts competing to be elected the duke and so on. Does anyone know if this would be possible and how I would go about doing this?
Also this one is kind of a stretch but is there a way I can make it so the ruler can not appoint councillers so they must be voted on as wel
 
both are actually possible, but depending on how you do it is quite hacky.

You can do purely with events, but expect performance issues if every country is like that.

the other option is use the in-game election system but force succession when the term ends, problem is you can't do re-elections this way, because you can't make the current ruler a heir.

As for merchant republics there is a command that force succession immediately, when I tested it I had weird results but not sure if it was the engine fault or my own code fault.
