Make Esc toggle the Esc Menu

I personally found it frustrating when I pressed ESC for whatever reason and I couldn't press ESC again to toggle the menu. I had to manually click "Resume" or whatever the text is to resume the game and remove the ESC menu (Not sure if I should have posted this in the "Bug" section)
