Make Religious Endowments (Religious) doesn't seem to have an effect

I'm playing a tribe in Caledonia (Northern England). I decided to improve my province using "Make Religious Endowments (Religious)". According to the tooltip that should give me an additional slot for building, but that doesn't seem to happen.
Question: Is there any reason why I do not get an additional building slot or is that a bug?

Hello, the tooltip can be a bit misleading some times. Religious Endowments provides you with an additional building slot only in cities. So will not be seeing any additional building slots in your settlements, they will continue to have just one slot. Do you have any cities in that province? If yes they will get +1 slot in that province.
